Our Transportation Practice is Growing

We are excited to announce the addition of Jim Harrington and Andy Payne to our Transportation practice, along with a new office location in Vienna, Virginia:

Jim Harrington, PE, has joined the Virginia Beach office as a senior electrical engineer, transportation. His hire will help the firm offer a wider range of capabilities on transportation projects. Jim’s experience includes intelligent transportation system design and retrofit specification and plan development, as well as roadway lighting system planning and design for interstate highways and urban areas. He has extensive project experience working with the Virginia Department of Transportation (VDOT).

Jim has provided designs for fiber optic communication networks involving dynamic message signs, CCTV’s, traffic signal and vehicle detectors and video walls for municipal and state traffic operation centers. His experience includes site lighting for a variety of tunnels, bridges, parking lots and other facilities using LED light fixtures, as well as interior lighting and electrical design and electrical designs for emergency generators. Andy Payne, PE, joins Clark Nexsen as a transportation engineer in the firm’s Richmond office. His seven years of experience as a transportation engineer and lead project engineer have been predominantly for VDOT, local governments and municipalities in Virginia. As a lead project engineer, Andy will coordinate efforts between disciplines and lead overall plan production efforts.

He has a wide variety of transportation related design experience including roadway geometrics, maintenance of traffic, signing and pavement striping, hydraulics, stormwater management, temporary erosion and sediment control and project estimating. His project experience includes rural and urban classifications, from freeway to local roads and from interchange design to small pedestrian improvement task orders. Whitney Duffy, PE, PTOE, is the primary transportation contact in Clark Nexsen’s new Vienna, Virginia office location, which was established to serve Northern Virginia transportation clients. Whitney is a senior transportation engineer with over 12 years of experience on transportation planning, traffic engineering and road development projects at Clark Nexsen. As a PTOE, she specializes in traffic signal design, traffic impact studies related to various types of development, roundabout analysis and design, roadway design, cost estimates and technical specifications. Whitney is an active member of the National Society of Professional Engineers (NSPE) and serves as a committee chair for the Virginia Section of Institute of Transportation Engineers (VASITE).
